Unit Purpose

This unit is suitable for team leaders, middle managers and/or functional heads who have been designated with the responsibility for implementing and maintaining OH&S systems in the workplace. It is also relevant to members of OH&S and Risk Management Committees, particularly those responsible for coordinating OH&S and Risk Management activities and/or the chairing of relevant committees.

This unit is also relevant to OH&S and Risk Management Officers who have the responsibility and accountability for this function in their workplace.

On successful completion of this unit you should be able to develop, implement and maintain a workplace OH&S management system.

You should be able to manage OH&S risks in the workplace, the elements of an OH&S management system and the interaction between managers, employees and their representatives in such a system.

Elements of Competency
  1. Establish and maintain an Occupational Health and Safety Management System
  2. Establish and maintain participative arrangements for the management of Occupational Health and Safety
  3. Establish and maintain procedures for identifying hazards, and assessing and controlling risks
  4. Establish and maintain a quality Occupational Health and Safety management system.

The assignment for this unit is a portfolio of tasks completed from the textbook. A consolidated assessment task is at the end of each chapter with an overall assessment at the end of the text. All tasks are to be presented to the facilitator. Include a synopsis at the beginning of the portfolio which includes a brief overview of the organisation you are working in or the organisation you research for your studies.

At the end of this topic participants will be able to:

  1. Locate and communicate OHS policies which clearly express the organisation's commitment to implement relevant OHS legislation in the enterprise
  2. Define OHS responsibilities for all workplace personnel in accordance with OHS policies, procedures and programs
  3. Identify and approve financial and human resources for the effective operation of the OHS system

Topic 2 - Establish and maintain participative arrangements for the management of OHS


At the end of this topic participants will be able to:
  1. Establish and maintain participative arrangements with employees and their representatives in accordance with relevant OHS legislation
  2. Appropriately resolve issues raised through participative arrangements and consultation
  3. Promptly provide information about the outcomes of participation and consultation in a manner accessible to employees

Topic 3 - Establish and maintain procedures for identifying hazards, and assessing and controlling risks


At the end of this topic participants will be able to:
  1. Develop procedures for ongoing hazard identification, and assessment and control of associated risks
  2. Include hazard identification at the planning, design and evaluation stages of any change in the workplaceto ensure that new hazards are not created in the propose changes
  3. Develop and maintain procedures for selection and implementation of risk control measures in accordance with the hierachy of control
  4. Identify inadequacies in existing risk control measures in accordance with the heirachy of control and promptly provide resources to enable implementation of new measures
  5. Identify intervention points for expert OHS advice

Topic 4 - Establish and maintain a quality OHS Management System


At the end of this topic participants will be able to:

  1. Develop and provide an OHS induction and training program for all employees as part of the organisation's training program
  2. Utilise system for OHS record keeping to allow identification of patterns of occupational injury and disease in the organisation
  3. Measure and evaluate the OHS system in line with the organisation's quality system framework
  4. Develop and implement improvements to the OHS system to achieve organisational OHS objectives
  5. Ensure compliance with the OHS legislative framework so that legal OHS standards are maintained as a minimum
